Luis Alberto Otárola Peñaranda


Born 1967. National of Peru. Lawyer. Postgraduate degree in Public Policy and Public Management from the Pontifical Catholic University of Peru. 

Executive Director of the National Commission for Development and Life without Drugs (2014-2016). President of the Inter-American Drug Abuse Control Commission CICAD/OAS (November 2015-September 2016). Minister of Defence (2012), Deputy Minister of the Interior (2011), Deputy Minister of Defence (2003), Officer of the Peruvian State before the Inter-American Court of Human Rights (2001), Professor of Constitutional Law and Human Rights.

Member of the International Narcotics Control Board (since 2017) [1]. Member of the Standing Committee on Estimates (2017-2019). First Vice-President of the Board (2020).
