Post-UNGASS:

  INCB's contribution to the thematic discussion on the UNGASS outcome document
(Operational recommendations on cross-cutting issues)

 

 

   

VIENNA, 27 October - The INCB made presentations in the context of the thematic discussion on the implementation of the UNGASS outcome document during the fifth intersessional meeting of the Commission on Narcotic Drugs, 59th session, from 27-28 October.

The first presentation made for the intersessional meeting focussed on the INCB operational responses to new psychoactive substances (NPS), precursors and pre-precursors, highlighting the existing multilateral frameworks of Project ION (focussing on NPS), Project Prism (focussing on amphetamine-type stimulants precursors) and Project Cohesion (focussing on chemicals used in the illicit manufacture of heroin and cocaine).

Member States noted the importance of flexible approaches to addressing non-scheduled substances, including NPS and precursors, and expressed appreciation for the work of the INCB in these areas.

INCB also made a presentation at a side event on "Post UNGASS-Follow up and Implementation of New Psychoactive Substances", hosted by the Government of the United Kingdom, at the margins of the intersessional meeting. Other panellists included representatives from the United Kingdom, the United States of America, and UNODC Laboratory and Scientific Section.
