President Naidoo presents INCB Annual Reports to 58th CND

The President today delivered a statement on Annual Report for 2014, the 2014 Report on Precursor Chemicals, and the two technical publications on Narcotic Drugs and Psychotropic Substances.

Focussing on the Annual Report's thematic Chapter I, the President reminded Member States of the need to implement comprehensive, balanced and integrated approaches to addressing the world drug problem, as well as the need to ensure adequate availability of scheduled substances. Particularly in the lead up to the United Nations General Assembly Special Session in 2016, the President stressed the centrality of shared and collective responsibility in the international drug control treaty system, as well as in international cooperation.

The President also formally launched I2ES, a new international electronic platform monitoring imports and export of narcotic drugs and psychotropic substances, and thanked the Governments of Australia, Canada, France, Italy, Portugal, the Russian Federation and the United States of America for their generous support with its development. He invited Member States to register and participate with I2ES, to maximise the benefit of the monitoring platform, which is available to Governments free of charge.

Regarding the availability of scheduled substances, the President reaffirmed the need for Member States to ensure adequate access to narcotic drugs and psychotropic substances exclusively for medical and scientific use. He spoke of the need for good clinical and prescriptive practices, and renewed international commitment to preventing the diversion of scheduled substances from licit to illicit uses.
