Evaluation of the implementation of the international drug control treaties

Governments' response to the INCB Questionnaire "Evaluation of the implementation of the international drug control treaties"

The Board, in cooperation with Governments, promotes government compliance with the provisions of the drug control treaties and assists them in this effort. Since 1998, the Board has regularly reviewed progress made in the implementation of the Action Plans adopted by United Nations General Assembly Special Session on the World Drug Problem (UNGASS). By examining and analysing the information it receives from some 211 countries and territories, the Board monitors whether the treaties are being applied throughout the world in as an effective a manner as possible. Through its continuous evaluation of national efforts and its ongoing dialogue with Governments, the Board is enabled to recommend actions and suggest adjustments to both international and national control regimes.

As part of the evaluation of progress made in drug control since the 1998 UNGASS on the World Drug Problem, the Board has decided to conduct a review of overall treaty compliance by Governments. The purpose of this review is to highlight government efforts in the implementation of the provisions of the international drug control conventions, to identify weaknesses/loopholes in drug control at national and international levels, and to provide recommendations to national and international drug control regimes. 

In order to carry out this review, the Board has developed a questionnaire, entitled " Evaluation of the implementation of the international drug control treaties". The Board kindly requests your Government to complete the questionnaire and to return it to its secretariat as soon as possible, but not later than 30 March 2007.

Please note that this questionnaire covers various aspects of drug control, which requires engagement of all government agencies involved in drug control in your country. Your Government is therefore requested to make the necessary arrangements to ensure the questionnaire is completed in a coordinated and a timely manner, and that information furnished in the questionnaire is up to date and as comprehensive as possible.

Your Government is encouraged to complete and send as an email attachment ( secretariat@incb.org ) the electronic version of the questionnaire, which is available below in the following languages: Arabic, Chinese, English, French, Russian and Spanish. Please note that a hard copy of the completed questionnaire should also be printed and sent to the Board at the following address:
