Toolkit for Competent National Authorities

In order to meet their treaty obligations State Parties to the 1971 Convention on Psychotropic Substances must provide to INCB their annual and quarterly statistics for the movement of internationally controlled substances in their territories. INCB provides and updates the Green List, Forms (P, A/P and B/P) and training material to help competent national authorities to meet treaty requirements and relevant resolutions for data reporting.

Green List

The Green List contains the four schedules of control for psychotropic substances under the 1971 Convention.

New conversion factors for internationally controlled psychotropic substances are now in effect. Please begin using the new conversion factors for data collected from 1 January 2019 onwards.

Forms

In order for countries to meet their data reporting obligations under the 1971 Convention forms are available for competent national authorities to provide the necessary statistical data to INCB.

  • Form P - Annual Statistical Report
  • Form A/P - Quarterly Statistics of Imports and Exports of Substances in Schedule II
  • Form B/P - Assessment of Annual Medical and Scientific requirements for Substances in Schedules II, III and IV (updated in June 2023 for changes in cannabis reporting)
  • Supplement to Form B/P - Modification to the Assessment of Annual Medical and Scientific requirements for Substances in Schedules II, III and IV

Training Material

The training material provides competent national authorities a complete overview on how to report using the above provided forms including examples of how to calculate the pure base of psychotropic substances in preparations as well as clarification on what information must be reported.

United Nations Toolkit on Synthetic Drugs

The majority of substances recently placed under control of the 1971 Convention are synthetic drugs. The United Nations Toolkit on Synthetic Drugs is a one-stop shop providing a range of electronic resources and practical application tools from relevant organizations within the UN system, namely, INCB, UNODC and WHO.
