Vienna, 06 August - The International Narcotics Control Board (INCB) is pleased to announce the election of Emmanuel Luyirika (Uganda) to the Board.

The United Nations Economic and Social Council elected Dr. Luyirika to fill a vacancy on the Board following the resignation of Mariângela Simão (Brazil), whose term of office was to expire in 2027. At the Council's Management Segment meeting on 29 July, Dr. Luyirika was elected to serve the remainder of that term from among candidates nominated by the World Health Organization.

Dr. Luyirika has been the Executive Director of the African Palliative Care Association since 2012 and holds a Master of Public Administration, a Postgraduate Honours Degree in Public Administration, a Master of Family Medicine, a Bachelor of Medicine and a Bachelor of Surgery. Further details about the election and biographical information of the new Member of the Board have been issued by the Economic and Social Council in document E/2025/9/Add.12.

The Board thanks Dr. Simão for her service and looks forward to welcoming Dr. Luyirika at its 144 th session in November 2025.
