Manaus, Brazil, 5-9 April 2026

The International Narcotics Control Board (INCB), through its Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme, delivered a two-day training in collaboration with and for the Amazonian Criminal Police Cooperation Center (CCPI Amazônia) in Manaus, Brazil.
The training brought together 20 participants from across the Amazon region, including Bolivia, Brazil, Colombia, Ecuador, France, Guyana, Peru and Suriname, representing law enforcement agencies working on drug control and cross-border investigations.
Over the course of the programme, officers received specialized training on new psychoactive substances (NPS), opioids and related substances, as well as on counter-trafficking and prevention strategies using INCB GRIDS tools, including the IONICS platform and the GRIDS Intelligence tool for data visualization.
Participants engaged in practical exercises and scenario-based discussions aimed at strengthening regional cooperation, enhancing information sharing, and improving the use of analytical and investigative tools to detect and disrupt illicit trafficking networks.
On day two, sessions focused on online investigation techniques, open-source intelligence (OSINT), and operational security (OPSEC) fundamentals. Participants were introduced to INCB intelligence tools, including IONICS and GRIDS Intelligence HD, as well as the Scanning of Novel Opioids on Online Platforms (SNOOP) tool, which monitors online vendors advertising fentanyl-related and other dangerous substances of concern.
The training further reinforced coordinated, multi-agency responses to emerging drug threats in the Amazon basin, equipping officers with actionable knowledge and tools to support investigations upon returning to their respective countries.
The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme operates under the International Narcotics Control Board's unique Article 35 (1961) treaty mandate that supports Governments' capabilities to exchange information on trafficking, illicit manufacture, marketing and sales of NPS, synthetic opioids, fentanyls and related chemicals, by providing real-time communication, and capabilities to facilitate information exchange and intelligence development with the aim to interdict distribution of dangerous substances.
This event was made possible through generous support from the United States Department of State Bureau of International Narcotics and Law Enforcement (U.S. INL).
