VIENNA, 28 August 2026 – The International Narcotics Control Board (INCB) is concerned about the ongoing situation with respect to the spread of Ebola in the eastern part of the Democratic Republic of the Congo and Uganda. On 18 May 2026, the World Health Organization (WHO) declared an epidemic of Ebola in the area bordering the Democratic Republic of the Congo and Uganda. According to WHO, the number of cases of the disease makes this epidemic one of the worst Ebola outbreaks on record.
INCB reminds all Governments that in acute emergencies or during sustained humanitarian crises, such as the one experienced in the Democratic Republic of the Congo and Uganda, it is possible to utilize simplified control procedures for the export, transportation, and provision of medicinal products containing controlled substances. Competent national authorities may permit the export of medicines containing narcotic drugs and/or psychotropic substances to the areas in the absence of the corresponding import authorizations and/or estimates. Urgent deliveries do not need to be included in the estimates of the receiving country.
