VIENNA (13 August) - The International Narcotics Control Board (INCB) was saddened to learn of the passing of Major Brian Watters, former Member and First Vice-President of the Board, whose lifelong dedication to drug prevention, treatment and recovery made a lasting contribution to public health and drug policy in Australia and internationally.
Mr. Watters served as a member of the Board from 2005 to 2010 and as First Vice-President in 2007. During his tenure, he brought to the Board extensive practical experience in the treatment of drug use disorders, demand reduction and community-based responses.
A Major in the Salvation Army for more than three decades, Mr. Watters devoted much of his professional life to supporting individuals, families and communities affected by substance use disorders. He served as Chair of the Australian National Council on Drugs and held numerous advisory roles on drug policy and treatment. A respected advocate, author and speaker, he contributed significantly to the development of prevention and treatment approaches in Australia and beyond.
In recognition of his outstanding contribution to drug policy development and drug treatment services, he was appointed an Officer of the Order of Australia in 2003.
The Members and secretariat of the International Narcotics Control Board extend their sincere condolences to Mr. Watters' family, friends and colleagues. He will be remembered with gratitude and respect for his commitment to improving the lives of people affected by drug use disorders and for his contribution to the work of the Board and the international drug control system.
