INCB and UNODC train officers from East and South-East Asia on intelligence sharing through the Precursors Incident Communication System and other INCB tools to prevent illicit drug manufacture

INCB and the UNODC Regional Office for Southeast Asia and the Pacific conducted “Training on information sharing through the Precursors Incident Communication System (PICS) and other INCB Precursors/Equipment tools and resources” for officials from countries in East and South-East Asia in Bangkok, Thailand from 3 to 4 February 2026. Twenty-three officers from Cambodia, China, including Hong Kong, China, Indonesia, Lao People’s Democratic Republic, Malaysia, Myanmar, Philippines, Republic of Korea, Thailand and Viet Nam participated in the training.

Illicit manufacture of synthetic drugs such as methamphetamine and ketamine is known to take place in the region. The training was aimed at raising awareness and increasing usage by the relevant authorities of all the INCB tools and resources that have been put in place to assist Governments to prevent illicit drug manufacture.

The use of the Precursors Incident Communication System (PICS), INCB’s platform for sharing real-time intelligence on incidents related to precursors and equipment used in illicit drug manufacture, was a key component of the training. After an introduction to the platform, practical exercises on the use of PICS for communicating actionable information resulted in several incidents being shared by the participants through PICS during the training.

Participants were also trained on the use of other INCB tools and resources with regard to precursor control, such as the Precursor Export Notification Online (PEN Online) system, the PEN Online Light system, the limited international special surveillance list of non-scheduled chemicals and the Precursor Chemicals Monograph, among others.

Participants were given information on estimates of Annual Legitimate Requirements (ALRs), which provide an indication of the legitimate volume of certain chemicals imported by industry.

The training also included sessions on operational collaboration and investigation of precursor cases. Real case studies on precursor investigations and how the use of PICS has helped investigations and prevented diversion were shared. Participants also shared the latest trends in precursor trafficking and illicit drug manufacture in their respective countries.

The two-day training programme is expected to enhance the usage of the INCB platforms related to precursors and equipment by the countries in the region, leading to improved operational cross-border cooperation to prevent chemical diversion and illicit drug manufacture.
