INCB GRIDS Programme Strengthens Brazil’s Early Warning System at its First Anniversary
Brasilia, Brazil 25-26 February 2026
With the support of the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs (INL), the International Narcotics Control Board (INCB) GRIDS Programme further strengthened Brazil’s counter-narcotics capacities through a two-day training organized in partnership with National Secretariat for Drug Policy and Asset Management (SENAD) as part of the celebration for the first anniversary of Brazil’s Early Warning System (EWS), which was held 25-26 February 2026 in Brasilia.
Held at the Ministry of Justice and Public Security, the training addressed emerging trends in synthetic opioids, new psychoactive substances (NPS), and other related substances. It also provided practical guidance on INCB information-sharing mechanisms, analytical methodologies, and investigative tools aimed at enhancing operational responses.
The Programme reinforced the technical expertise of the EWS Technical Committee, comprised of federal authorities, by strengthening its capacity to detect, investigate, and prevent the diversion of synthetic opioids, NPS, and other controlled substances.
Participants were also introduced to the AI-enabled SNOOP system, which had been made available to IONICS users only weeks earlier. GRIDS Regional Technical Officers demonstrated SNOOP alongside other operational platforms, including IONICS and GRIDS Intelligence, illustrating how secure information exchange and open-source intelligence can support real-time investigations and timely operational action.
Representatives from all 26 Brazilian states and the Federal District participated in the first day of the training, enhancing their ability to identify suspicious shipments and strengthening inter-agency coordination.
The initiative underscored the tangible impact of INL’s support in bolstering frontline enforcement capacities and advancing regional cooperation to prevent the diversion of precursor chemicals and the illicit manufacture of drugs.
The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme operates under the International Narcotics Control Board's unique Article 35 (1961) treaty mandate that supports Governments' capabilities to exchange information on trafficking, illicit manufacture, marketing and sales of NPS, synthetic opioids, fentanyls and related chemicals, by providing real-time communication, and capabilities to facilitate information exchange and intelligence development with the aim to interdict distribution of dangerous substances.
These events were made possible by the generous support from the United States Department of State Bureau of International Narcotics and Law Enforcement (INL).
