Caribbean

The International Narcotics Control Board (INCB) Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme, in partnership with the United States Drug Enforcement Administration (DEA), supported a five-day narcotics investigations course in San Salvador, El Salvador, aimed at strengthening the capabilities of frontline officers to detect, disrupt and dismantle transnational drug trafficking organizations (DTO) involved in the trafficking of synthetic drugs, fentanyls and related precursors across Latin America and the Caribbean.
The training supported through the US sponsored International Law Enforcement Agency (ILEA) brought together over 30 officers from Antigua and Barbuda, Bolivia, Colombia, El Salvador, Grenada, Guyana, Jamaica, Saint Kitts and Nevis, Saint Vincent and the Grenadines, and Trinidad and Tobago. Participants represented a wide range of institutions, including national police forces, customs anti-narcotics units, prosecution services and judicial authorities.
The course addressed emerging trends in drug trafficking, including synthetic drugs, new psychoactive substances (NPS), and related chemicals. Participants address trafficking intel gaps, participants received access to the IONICS Suite and the AI-powered SNOOP tools, the INCB systems which provide the only real-time secure communications and intelligence development capabilities for emerging synthetic drug trafficking for all enforcement agencies.

Through practical exercises from GRIDS Programme Mastering Actionable Intelligence modules, officers strengthened their ability to use various tools to develop and exchange actionable intelligence, identify cross-border linkages, and enhance regional cooperation in ongoing drug investigations. Governments developed actual actionable intelligence from live information exchange with global counter-parts, from which investigations are initiated to counter evolving drug threats.
The
Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and
Project ION and
OPIOIDS Project operates under the INCB’s Article 35 mandate of the 1961 Single Convention on Narcotic Drugs, supporting governments’ capacity to exchange real-time information on trafficking, illicit manufacture, marketing, and sales of NPS, synthetic opioids, fentanyls, and related chemicals, with the aim of disrupting and interdicting the distribution of dangerous substances.
