To support authorities in the identification of equipment that could be diverted into illicit drug manufacture, INCB has launched the second edition of the International Monitoring List of Equipment (IMLE). This new edition is available to authorities through INCB’s secure portal, in all six official UN languages and in two formats: an interactive online platform and a printable PDF.
The updated list covers 14 categories of equipment for which substantial evidence exists of their use in illicit drug manufacture, including a newly-added category of “mixers”. The new edition also includes new Harmonized System (HS) codes for most categories of equipment, which were approved by the World Customs Organization in June 2025 and which will enter into force on 1 January 2028. The new tariff codes will eventually facilitate the monitoring of global trade in the listed equipment categories.
The International Monitoring List of Equipment also includes brief descriptions of the different equipment categories as well as sample images illustrating the range of appearances of these items, to support authorities in visually identifying the equipment that potentially may be susceptible to diversion for illicit drug manufacture.
The concept underlying the International Monitoring List of Equipment (IMLE) is similar to that of the International Special Surveillance List (ISSL) of chemicals, whereby a list of priority items (equipment or chemicals, respectively) serves to enhance monitoring and voluntary cooperation between national authorities and industry, with a view to preventing diversion and addressing illicit drug manufacture.
