INCB President addresses opening of the special session of the General Assembly on the world drug problem

19 April 2016 - The INCB President, Mr. Werner Sipp, addressed the opening plenary meeting of the United Nations General Assembly special session on the world drug problem, held in New York, on 19-21 April. In his statement, the INCB President calls upon Member States to reaffirm their commitment to implementing policies and practices grounded in the fundamental principles of the three international drug control conventions, which are: the principle of a balanced approach; the principle of shared responsibility; the principle of proportionality; and respect for human rights.

The INCB President addressed the opening plenary meeting of the special session which also featured statements by the President of the General Assembly, the Deputy Secretary-General of the United Nations, the Chair of the Commission on Narcotic Drugs, the Executive Director of the United Nations Office on Drugs and Crime and the Director-General of the World Health Organization.

Among several Heads of State and Government, ministers, heads of the specialized agencies of the United Nations and other representatives and relevant stakeholders, the Board will continue its participation at the special session from 19 to 21 April. ( Press Release)
