INCB presents to fourth intersessional intersessional meeting of the Commission on the implementation of the outcome of the 30 th UNGASS

Vienna, 29 September 2017 - INCB contributed to the thematic discussion among Member States on the "Operational recommendations on ensuring the availability of and access to controlled substances exclusively for medical and scientific purposes, while preventing their diversion" at the fourth intersessional meeting of the Commission on Narcotic Drugs held in Vienna on 27 September 2017.

INCB highlighted the role of technical assistance and cooperation in the operationalization of the recommendations contained in the 30 th UNGASS outcome document. INCB focussed on recommendation 2, particularly (a) to (e), on expediting the import and export of controlled substances for medical purposes and building the capacity of competent national authorities.

INCB presented the key features and the status of International Import and Export Authorization System ( I2ES) that is supporting Member States in accelerating the import and export authorizations of controlled substances. INCB encouraged countries to join the system to ensure that the majority of countries are actively using it. In addition, INCB illustrated the activities of the INCB Learning project, which provides technical assistance to competent national authorities.

Finally, INCB described the consequences of the non-rational use of prescription medicines containing narcotic drugs and psychotropic substances, and the need to prevent their diversion while ensuring that patients have access to the medicines they need.
