Dr. Elisaldo Luiz de Araújo Carlini

VIENNA, 18 September 2020 - With great sorrow the International Narcotics Control Board (INCB) has learned of the passing of Dr. Elisaldo Luiz de Araújo Carlini, Member of the Board from 2002 to 2007.

Dr. Carlini, a national of Brazil, was born in 1930 and was elected to the Board by the Economic and Social Council from among nominees submitted by the World Health Organization. A full Professor of Psychopharmacology, Dr. Carlini held a Master of Science from Yale University, United States, and graduated with a degree in medicine.

Dr. Carlini also served as a Member of the World Health Organization Expert Advisory Panel on Drug Dependence and Alcohol Problems, Director of the Brazilian Centre for Information on Psychotropic Drugs, researcher emeritus of the National Development Council, President of the Brazilian Society of Medication Vigilance, National Secretary of the National Health Surveillance Agency (ANVISA), and coordinator of the Scientific Technical Advisory Chamber of the National Anti-Drug Secretariat (SENAD). Dr. Carlini authored hundreds of publications, including important studies on medicinal cannabis and other drugs.

Over the course of his professional career and membership of the International Narcotics Control Board, Dr. Carlini made an invaluable contribution to international drug control, for which the Board will always be grateful. The Board will hold a minute of silence at its 129th session in honour of Dr. Elisaldo Luiz de Araújo Carlini and offers its condolences to the family and friends of its highly esteemed former Member.
