INCB launches guidance document on options to address the proliferation of non-scheduled chemicals and designer precursors

VIENNA, 2 February 2022 - The International Narcotics Control Board is releasing a guidance document containing practical measures to address the proliferation of non-scheduled chemicals and designer precursors. INCB launches guidance document on options to address the proliferation of non-scheduled chemicals and designer precursors.

The e-brochure represents an actionable resource available to the international community and will serve both as a basis for international cooperation and as a valuable resource to inform governments on the implementation of practices within their territories. Many of the options presented in this document have been implemented in one or more countries and can be considered as viable practices for wider implementation.

The document contains a variety of options and measures in six different areas: 

1) International legal frameworks; 

2) International scheduling; 

3) National legislation, measures and approaches; 

4) Technical assistance, capacity building and awareness-raising; 

5) International cooperation, exchange of information and intelligence; and 

6) Cooperation with industry.

The menu of policy options is the result of a series of activities organized or supported by the Board in 2021, including consultations involving over 70 Member States, five international organizations and technical experts. It also reflects and expands on the Conference Room Paper "Options to address the proliferation of non-scheduled chemicals, including designer precursors - contribution to a wider policy dialogue" prepared by INCB for the Commission on Narcotic Drugs (CND) in March 2020.  

The Board is confident that the guidance document will prove useful to Governments in devising and implementing collective and individual actions to curb the proliferation of non-scheduled chemicals and designer precursors, which represents a key challenge for international precursor control system.
