INCB and WCO unite to support access to controlled medicines in Ukraine and neighbouring countries

VIENNA/BRUSSELS, 22 March 2022 - Further to the call of the International Narcotics Control Board (INCB) for urgent action to ensure unimpeded access to controlled medicines in Ukraine and neighbouring countries, the INCB President, Ms. Jagjit Pavadia, has issued a joint letter with the Secretary General of the World Customs Organization (WCO), Dr. Kunio Mikuriya, on the matter.

Addressed to all WCO Members (184 Customs administrations), the letter highlights the simplified control procedures that can be applied in acute emergencies to the export, transportation and provision of medicines containing internationally controlled substances. Customs officers are encouraged to be aware of the simplified procedures for controlled medicines, while exercising the necessary control to expedite the cross-border movement of these goods to Ukraine and neighbouring countries.
