VIENNA, 20 February 2023 - It is with sadness that the International Narcotics Control Board (INCB) announces the passing of Mr. Bernard Leroy, Member of the Board, on 20 February 2023.
Mr. Leroy was a member of the International Narcotics Control Board since 2015, having been elected by the Economic and Social Council on 23 April 2014 and re-elected by the Council for a five-year term (2020-2025) on 7 May 2019.
Mr. Leroy served as Rapporteur of the Board in 2015, 2018 and 2020. He was also a member of the Board's Standing Committee on Estimates in 2016 and the Board's Committee on Finance and Administration (2019 and since 2021). On behalf of the Board, Mr. Leroy conducted missions to Bolivia, Egypt, Jamaica, Luxembourg and Mauritius.
With his renowned legal expertise and extensive experience at the national and international levels, as well as in civil society, Mr. Leroy made a valuable contribution to the functioning of the international drug control system.
His presence on the Board will be sadly missed and the Board extends its deepest condolences to his family and friends.
