INCB participates in 4th International Forum on Drug Policy
VIENNA, 14 July 2025 - The International Narcotics Control Board (INCB) participated in the 4th International Forum on Drug Policy, held in Shanghai, China, from 9 to 10 July 2025. With the theme "Synergy: New Strategies, Technologies, and Measures in Global Drug Governance," the event brought together senior officials, experts and representatives of international organizations.
The INCB President, Prof. Sevil Atasoy, addressed the opening of the forum in a video statement, focusing on INCB's efforts to combat the rapidly evolving global illicit manufacture of synthetic drugs, including industrial-scale drug manufacture and the use of non-controlled "designer precursors." Prof. Atasoy highlighted how INCB's precursor control programme and Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme were facilitating international cooperation, information sharing and public-private engagement to disrupt trafficking networks and safeguard health and welfare.
INCB Member Prof. Lin Lu represented the Board at the forum, making a presentation on the work of the Board in supporting Governments in implementing the three international drug control conventions. During the forum, the Board emphasized the need for enhanced international cooperation in the control of precursors and specialized equipment used in illicit drug manufacture. Updates were presented on the INCB GRIDS Programme, which supports Member States in identifying and intercepting non-medical synthetic opioids and other dangerous substances, including fentanyls and nitazenes.
INCB reaffirmed its commitment to supporting Member States in implementing the international drug control conventions and contributing to the achievement of the Sustainable Development Goals. The Board's participation in the forum reflects its continued engagement with stakeholders to advance effective, evidence-based drug policies that safeguard public health and uphold human rights.
