INCB welcomes Palau's accession to the UN Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances 

VIENNA - 29 August (UN Information Service) - Palau acceded to the 1988 United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances on 14 August 2019, becoming the 191st Party to the Convention which has been ratified by 189 States and the European Union.

The 1988 Convention, one of the most widely ratified UN treaties, contains important measures to facilitate international cooperation, to combat international drug trafficking and associated criminal activities including money laundering, and provides the primary international legal basis for the control of precursor chemicals.

The Board welcomes Palau's accession to the 1988 Convention and encourages the Government to take steps to implement its provisions through the adoption of legislation and regulations, as required, as well as through active participation in the Board's precursors monitoring activities. Palau is now a party to all three conventions, which means there are now only 16 countries which have not acceded to one or more conventions.

Universal ratification of the three international drug control conventions is essential in ensuring that States are not targeted by criminal networks seeking to exploit weaknesses in their legal, regulatory and international cooperation frameworks.

The Board encourages States that have not yet become parties to one or more of the international drug control conventions to do so at the earliest opportunity, and to take all legislative and policy action necessary to ensure their comprehensive implementation at the national level.


INCB is the independent, quasi-judicial body charged with promoting and monitoring Government compliance with the three international drug control conventions: the 1961 Single Convention on Narcotic Drugs, the 1971 Convention on Psychotropic Substances, and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. Established by the Single Convention on Narcotic Drugs of 1961,  the thirteen members of the Board are elected in a personal capacity by the Economic and Social Council for terms of five years.
