International Narcotics Control Board elects new President and officers
VIENNA, 23 May (UN Information Service) - The International Narcotics Control Board (INCB) has elected Professor H. H. Sevil Atasoy as its President at its 143rd session.
INCB commenced its 143rd session on 20 May with a meeting of its Standing Committee on Estimates, which reviewed estimated requirements for controlled substances for licit purposes as submitted by governments. This work contributes to ensuring that internationally controlled substances are available for medical, scientific and industrial purposes.
On 22 May, the Board elected H. H. Sevil Atasoy as its President and elected a new Bureau for a one-year term.
The composition of the Bureau is as follows:
- H. H. Sevil Atasoy - President of the Board
- N. Larissa Razanadimby - First Vice-President
- Pierre Lapaque - Second Vice-President and Chair of the Standing Committee on Estimates and Member, Committee on Finance and Administration
- Cornelis P. de Joncheere - Rapporteur and Member, Standing Committee on Estimates
Officers elected by the Board:
- César T. Arce Rivas - Vice-Chair of the Standing Committee on Estimates
- David T. Johnson - Chair of the Committee on Finance and Administration
- Sawitri Assanangkornchai - Member, Standing Committee on Estimates
- Galina Korchagina - Member, Standing Committee on Estimates
- Lin Lu - Member, Standing Committee on Estimates and Member, Committee on Finance and Administration
- Jagjit Pavadia - Member, Standing Committee on Estimates and Member, Committee on Finance and Administration.
The outgoing President, Prof. Jallal Toufiq, congratulated Professor Atasoy and the other new officers on their election and thanked the Members of the Board for their trust and support. He also expressed his appreciation to Member States and other partners for their cooperation over the past year.

INCB is the independent, quasi-judicial body charged with promoting and monitoring Government compliance with the three international drug control conventions: the 1961 Single Convention on Narcotic Drugs, the 1971 Convention on Psychotropic Substances, and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. Established by the Single Convention on Narcotic Drugs of 1961, the thirteen members of the Board are elected in a personal capacity by the Economic and Social Council for terms of five years.
