Monitoring availability: estimates and statistics

INCB is the repository of the global data on the availability of narcotic drugs and psychotropic substances for pain management and mental health treatment. This data is reported by Member States as established by the Single Convention on Narcotic Drugs of 1961 and the Convention on Psychotropic Substances of 1971, and subsequent resolutions of the United Nations Economic and Social Council (ECOSOC) and the Commission on Narcotic Drugs (CND).

Countries report statistics on their consumption, cultivation and production of narcotic drugs and psychotropic substances for the past calendar year, and their estimated needs for such substances for the next calendar year. This information is verified based on the trade data reported by all trading countries on a quarterly basis.

INCB Learning supports countries and territories in improving their monitoring and reporting performance and their capacity to estimate their requirements of controlled substances for medical needs, enabling them to facilitate availability and access for these purposes.
