INCB publishes technical reports on licit global trade in narcotic drugs and psychotropic substances

VIENNA, 4 March 2020 - The International Narcotics Control Board (INCB) has launched the 2019 editions of its two technical reports: Narcotic Drugs 2019: Estimated World Requirements for 2020 - Statistics for 2018 and Psychotropic Substances 2019: Statistics for 2018 - Assessments of Annual Medical and Scientific Requirements.

The technical reports on narcotic drugs and psychotropic substances provide analysis and comprehensive data on the licit global trade in narcotic drugs and psychotropic substances for 2018 and include national estimates and assessments of licit needs for medical and scientific purposes for 2020.

The 2019 report on narcotic drugs presents trends in the global consumption of opioids, including fentanyl, oxycodone and morphine, for pain management and shows the different consumption levels - for each substance and overall - in different regions of the world. The report analyses the global distribution of morphine consumption and presents an analysis of the trends in the global licit market for opiates and synthetic opioids, including fentanyl.

The report on psychotropic substances focuses on substances identified as having a significant presence on the licit market globally in 2018. As the number of psychotropic substances under international control continues to increase, the report on psychotropic substances is a key reference document for competent national authorities and others interested in the licit trade of internationally controlled psychotropic substances.

The reports are published annually by INCB as mandated by the 1961 Single Convention on Narcotic Drugs and the 1971 Convention on Psychotropic Substances.

The reports were made available to Governments during the 63rd session of the Commission on Narcotic Drugs in Vienna, and are available below:

INCB is the independent, quasi-judicial body charged with promoting and monitoring Government compliance with the three international drug control conventions: the 1961 Single Convention on Narcotic Drugs, the 1971 Convention on Psychotropic Substances, and the 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. Established by the Single Convention on Narcotic Drugs of 1961, the thirteen members of the Board are elected in a personal capacity by the Economic and Social Council for terms of five years.
