Strengthening Mexico's Capacity to Exchange Information to Prevent Global Trafficking of Dangerous Substances

29 October 2021, Mexico City, Mexico - INCB delivered comprehensive trainings to combat the trafficking of new psychoactive substances, emerging synthetic opioids and other dangerous substances to officers across Mexico's law and regulatory enforcement agencies in events in Mexico City and Querétaro. It expanded access to INCB global communications platforms and advanced targeting tools to counter NPS trafficking globally.

The two, two-day training events assembled 51 law and regulatory enforcement officers, health and forensic laboratory officials assigned from Secretariat of Tributary Administration Customs (SAT) unit and the Technical Group of Control of Synthetic Drugs (GTCDS) group comprised of Mexico's Attorney General's Office (FGR) National Analysis of the National Center for Planning, Analysis and Information to Combat Crime (CENAPI), General Coordination of Forensic Services (CGSP), Center of National Intelligence, the Mexican Navy, Federal Commission for Protection Against Health Risks, Customs, General Health Council, Secretariat of Security and Citizen Protection and the National Commission Against Addictions.

Mr. Moises Bolaños, CEPAPI Director of Judicial Analysis and Strategic Engagement stated, "The training offered by the INCB allows us to expand the exchange of information on NPS, synthetic opioids and dangerous substances trafficking at the national and international level. The agencies belonging to the GTCDS have gained a better understanding of all the tools and programs offered by the INCB in this area."

The INCB Regional Technical Advisor for Mexico and experts provided access and training on the effective use of the Project ION Incident Communication System (IONICS) and the GRIDS Intelligence tools, which bring strategic and operational information to international trafficking investigations. Using INCB's rapid training tablets, officers can securely access state-of-the-art targeting tool that transforms information from IONICS communications into actionable intelligence for use in daily operations and risk profiling for opioids and other dangerous substances. CENAPI presented the latest trafficking trends, seizures, and methods of concealment of dangerous substances encountered at Mexico's airports, seaports and land borders. Officers toured operations at the Mexican Customs inspection facility at Mexico City International Airport to learn about selection and examination processes for suspicious express mail, courier packages and air passenger baggage.

The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and Project ION and OPIOIDS Project support Governments' capacity to respond to changing trafficking, illicit manufacture, marketing and sales of NPS, non-medical synthetic opioids and fentanyl-related substances by providing real-time communication, facilitating information exchange and intelligence development that interdict distribution of dangerous substances.
