Building Awareness and Capacity to Counter NPS and Opioids Trafficking of Jordanian Law Enforcement Officers

11 March 2022, Jordan - The International Narcotic Control Board's (INCB) Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme conducted a training of Jordanian officers on the threat of new psychotropic substances (NPS), synthetic opioids and other dangerous substances and approaches to enhance regional and global information exchange and improve targeting skills using various INCB tools.

The 3-day training held 6 - 9 March was organized in collaboration with United Nations Office on Drugs and Crime (UNODC) Regional Office for the Middle East and North Africa Office (ROMENA) and the International Centre for Migration Policy Development (ICMPD) border management programme, near the Dead Sea in Jordan. The training brought together 20 frontline officers from the Anti-Narcotics Department (AND), the Borders and Residency Department (BRD), the General Intelligence Directorate (GID) and the Jordan Customs (JC).

Ahmed El Deib, INCB's Regional Technical Officer for the Middle East and North Africa, provided the latest strategic intelligence on recent trafficking of dangerous substances including NPS, synthetic opioids and fentanyl-related substances that effects countries in the region. Officers received access and training on the effective use of the Project ION Incident Communication System (IONICS) and the GRIDS Intelligence targeting tool to develop their own intelligence, as well as opioids safe handling approaches that support domestic and international trafficking investigations. Mr. El Deib noted, "frontline officers need information about changing trafficking conditions in real-time not only in their own countries, but neighbouring countries as well."

Mr. Eric Cameron, Canada Border Services Agency (CBSA) regional liaison officer participating in the event stated, "One of the keys to the successful interdiction of illicit narcotics is effective collaboration and intelligence gathering among law enforcement agencies. The IONICS systems is an excellent tool to foster cooperation and intelligence exchange across partner countries."

The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and its Project ION and global OPIOIDS Project and its Public-Private Partnerships initiatives support Governments' capacity to respond to changing trafficking, illicit manufacture, marketing and sales of NPS, synthetic opioids and fentanyl-related substances by facilitating real-time information exchange, intelligence development and actions that interdict distribution of dangerous substances.
