Strengthening Argentina's Capacity to Exchange Information to Prevent Global Trafficking of Dangerous Substances

13 July 2022, Buenos Aires, Argentina - The International Narcotics Control Board (INCB) delivered a comprehensive training to combat the trafficking of new psychoactive substances, emerging synthetic opioids and other dangerous substances to officers across Argentina's law and regulatory enforcement agencies. The event expanded access to INCB global communications platforms and advanced targeting tools to counter NPS trafficking globally.

The three-day training assembled 77 law and regulatory enforcement officers, health and forensic laboratory officials assigned from Argentine Navy, Airport Security Police, Argentine National Gendarmerie, Federal Police, Ministry of Security of Argentina, General Directorate of Customs, Argentinian Post and National Institute of Medicines (ANMAT). The event featured opening remarks by the Secretary of Security, Ms. Mercedes La Gioiosa, the Undersecretary of Criminal Investigation and Judicial Cooperation, Mr. Marcelo Leyría and the Fiscal Assistant of the Office of the Attorney General of Narco-Criminality, Mattias Gabriel Alvarez.

During the training the National Register of Chemical Precursors of the Ministry of Security and the General Directorate of Customs presented the latest trafficking trends, seizures, illicit laboratories, and methods of concealment of dangerous substances encountered in Argentina.

The training also included on-site visits to the Airport Security Police's facilities at the Ezeiza International Airport to learn about baggage examination procedures and to the laboratory of the Argentine National Gendarmerie to gain an understanding of the techniques and equipment used to test and confirm NPS and other dangerous substances.

Ms. Marzia Deflorian, GRIDS Regional Technical Officer, commented on the importance of the awareness raising and the promotion of information exchange in countering the illicit trafficking of dangerous substances, stating "this event aimed to share information and promote the intelligence sharing to support the work of the Argentinian authorities in preventing deadly events, like the carfentanil incident which occurred in February 2022 in Buenos Aires, from happening again."

The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and Project ION and OPIOIDS Project support Governments' capacity to respond to changing trafficking, illicit manufacture, marketing and sales of NPS, non-medical synthetic opioids and fentanyl-related substances by providing real-time communication, facilitating information exchange and intelligence development that interdict distribution of dangerous substances.
