Training for strengthening multi-lateral trafficking information and intelligence exchange in Chile

19 July 2022, Santiago (Chile) - The International Narcotics Control Board (INCB) organized a training on new psychoactive substances (NPS) and conducted awareness-raising on synthetic opioids and other dangerous substances, safe interdiction, and intelligence sharing for officials of the Government of Chile.

The three-day training event was attended by 47 law and regulatory enforcement officers, health and forensic laboratory officials assigned from Investigative Police (PDI), Chilean National Gendarmerie, Customs, Chilean Post, Ministry of Interior, Ministry of Health, and National Service for the Prevention and Rehabilitation of Drug and Alcohol Abuse (SENDA). The event was opened by the National anti-drug and organized crime chief, Mr. Paulo Contreras Cortes.

The INCB's GRIDS Programme experts provided the latest strategic intelligence on recent trafficking of dangerous substances including NPS, synthetic opioids and fentanyl-related substances. Officers received access and training on the effective use of the Project ION Incident Communication System (IONICS) and the GRIDS Intelligence targeting tool, as well as opioids safe handling approaches that support domestic and international trafficking investigations. Investigative Police (PDI) and Customs of Chile presented the latest trafficking trends, seizures, and methods of concealment of dangerous substances encountered in Chile.

The training also included one day of on-site visits that started with a tour of the recently inaugurated Investigative Police's criminalistic laboratory, continued at the customs facility at the International Airport of Santiago to learn about the Airport Security system.

Patricio Navarro, head of the PDI's Controlled Chemical Substances Department, stated "the platforms that INCB provides for the exchange of intelligence are a great help for the investigative work, as they allow, on one hand, to get, almost in real time, operational information on NPS trafficking, and on the other hand, to see and understand the regional and global trends on these dangerous substances."

Two meetings with the private e-commerce sector and the related chamber of commerce also took place to enhance the collaboration between INCB and the private sector to counter the exploitation of legitimate internet-related services in the illicit trafficking of NPS and other dangerous substances.

The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and Project ION and OPIOIDS Project support Governments' capacity to respond to changing trafficking, illicit manufacture, marketing and sales of NPS, non-medical synthetic opioids and fentanyl-related substances by providing real-time communication, facilitating information exchange and intelligence development that interdict distribution of dangerous substances.
