Twinning Mission for Law Enforcement officers from Jordan and Tunisia

20-21 November 2023, Dubai, UAE - The International Narcotics Control Board (INCB) Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme conducted a dynamic twinning mission, bringing together six law enforcement officers from Jordan and Tunisia to tackle the challenges posed by New Psychoactive Substances (NPS) and non-medical synthetic opioids.

During the two-day twinning programme, participants conducted strategic site visits to key institutions, including the UAE's Ministry of Interior and Dubai Police. These visits offered firsthand insights into operational strategies and challenges related to combating NPS and synthetic opioids. The GRIDS Programme facilitated the exchange of experiences and knowledge, fostering international cooperation as officers shared challenges, successes, and best practices.

Emphasizing future cooperation through voluntary collaboration, participants strategized ways for their agencies to work together voluntarily, recognizing the strength in unity against transnational crime.

This twinning initiative served as a driving force for international cooperation, uniting law enforcement agencies in commitment to a unified and effective response against the evolving threats of dangerous substances. The involvement of the UAE Ministry of Interior and Dubai Police further solidified this commitment, establishing lasting connections among agencies.

As participants return to their countries armed with new insights and a network of international colleagues, the impact of this twinning program is set to resonate in ongoing global efforts to combat the illicit trade of NPS and synthetic opioids.

The GRIDS Programme is the International Narcotics Control Board´s global initiative addressing the international trafficking aspects of emerging dangerous substances. Launched in February 2020, the Programme contributes to the implementation of United Nations General Assembly Resolution 73/192, which calls for international cooperation to address and counter the world drug problem, by responding to requests by Member States to enhance their law enforcement capacity to detect and identify new psychoactive substances and promote information sharing and cross-border cooperation, and Commission on Narcotic Drugs Resolution 62/8. The GRIDS Programme also contributes to the 2030 Agenda, particularly the Sustainable Development Goals on good health and wellbeing, sustainable cities and communities, peace, justice and strong institutions, and partnerships

The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and Project ION and OPIOIDS Project support Governments' capacity to respond to changing trafficking, illicit manufacture, marketing and sales of NPS, non-medical synthetic opioids and fentanyl-related substances by providing real-time communication, facilitating information exchange and intelligence development that interdict distribution of dangerous substances.
