Breaking Barriers: Strengthening Global Enforcement through Synergies in the INCB GRIDS Programme
Vienna, 16 May 2024 - The International Narcotics Control Board (INCB) Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme organized a series of networking events to enhance engagement and operational collaboration among enforcement professionals. The initiative focused on strengthening and diversifying leadership in enforcement and security sectors by expanding technical networks and fostering practical cooperation among agencies.
The GRIDS Programme has broadened its focal point network to over 1,200 enforcement female professionals through its Regional Technical Officer network. This expansion is designed to bolster intelligence-sharing, operational coordination, and cross-border cooperation in synthetic drug and precursor chemical interdiction. GRIDS continues to explore partnerships with organizations such as the GENLEA Program from CICAD, aiming to reinforce enforcement capabilities through collaborative initiatives.
The event gathered 24 representatives from UN agencies, international organizations, and NGOs, including the Organization of American States (OAS) and the Inter-American Drug Abuse Control Commission (CICAD). The discussions focused on identifying synergies for operational strategies, intelligence-sharing mechanisms, and training opportunities to enhance enforcement efforts and strengthen leadership in security-related fields.

As part of the ongoing effort to enhance global enforcement responses, GRIDS Programme focal points will continue to lead initiatives that promote technical knowledge-sharing, operational efficiency, and leadership development in enforcement and security sectors. The initiative underscores the necessity of sustained collaboration in order to develop innovative enforcement strategies and ensure a proactive response to emerging trafficking threats..
The Board's Global Rapid Interdiction of Dangerous Substances (GRIDS) Programme and Project ION and OPIOIDS Project support Governments' capacity to respond to changing trafficking, illicit manufacture, marketing and sales of NPS, non-medical synthetic opioids and fentanyl-related substances by providing real-time communication, facilitating information exchange and intelligence development that interdict distribution of dangerous substances.
The GRIDS Programme is strongly supported by the governments of Canada, Japan, and the United States.
