Pre-Export Notification (PEN) Online


PEN Online is an INCB electronic tool for the real-time exchange of pre-export notifications (PENs) of precursors chemicals, as mandated in article 12 of the 1988 Convention.

 Exporting and importing governments use PEN Online to monitor and verify the legitimacy of individual shipments in international trade in such precursors to identify suspicious transactions and prevent diversion into illicit channels.

 

How does the PEN Online system work (in practice)?

The exporter's authority submits a pre-export notification of a proposed export to the authority of the importing country, which verifies the shipment's legitimacy and responds with approval or objections. In case of concerns, the importing authority can request a suspension or cancellation of the shipment. Both countries' authorities can manage their domestic and foreign trade companies and can even share information about their domestic companies. INCB monitors all transactions and independently assesses shipments. The use of PEN Online is also recommended for the export of pharmaceutical preparations containing controlled precursor chemicals.

How to get access and training to PEN Online?

PEN Online is reserved for Competent National Authorities (CNAs) responsible for monitoring international trade in precursors. Training is provided to interested Governments upon request. Kindly contact the INCB precursors control section for more information.
