The International Narcotics Control Board has, in its reports on precursors , highlighted the central role of public-private partnerships and voluntary cooperation with industry as an effective strategy to address chemical diversion and pointed out that those areas need to receive much greater, systematic attention.
To assist Governments in establishing or improving such voluntary concepts, the International Narcotics Control Board has made available written materials that provide practical guidance and include the main principles underlying the voluntary public-private partnerships.
Since 2016, INCB has also encouraged the twinning between Governments that have established public-private partnerships and those that wish to develop or enhance such partnerships. Since 2018, the GRIDS Programme | OPIOIDS Project has convened over 25 international events bringing together thousands of Government officials and industry leaders from the chemical manufacturing, online marketing, movement and transport and monetization financial services to develop voluntary guidance and implement practical solutions that protect legitimate industry from exploitation by synthetic drug and chemical traffickers.
