INCB Annual Report 2022

Launched 9 March 2023

The INCB annual report, prepared in accordance with the international drug control treaties, examines the global drug control situation, and makes recommendations to governments and regional and international organizations.

The thematic chapter of the INCB annual report for 2022 analyzes the trend to legalize the non-medical use of cannabis. INCB highlights that this contravenes the drug control conventions, which limit drug use to medical and scientific purposes. The Report reviews the functioning of the international drug control system, and notes, inter alia, the Board's concern about the surge in illicit cocaine production and trafficking.

The Report is accompanied by a special supplement on the availability of internationally controlled medicines, as well as the 2022 precursors report.

Supplement to annual report 2022

 

The special supplement on availability is entitled "No patient left behind: progress in ensuring adequate access to internationally controlled substances for medical and scientific purposes". It assesses what is being done to ensure adequate access to controlled medicines, including during emergency situations.

The supplement confirms the persistent disparities in availability of narcotic drugs and psychotropic substances for the treatment of pain and mental health and neurological conditions. It analyzes information provided to INCB by Member States and civil society organizations on the impediments to availability and measures taken to improve the situation. It concludes with a set of recommendations for governments, civil society organizations and the international community.

INCB publishes an annual report on the implementation of article 12 of the convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988, on precursors and chemical frequently used in the illicit manufacture of narcotic drugs and psychotropic substances.
