The INCB Learning e-module on the International Drug Control Framework and the International Narcotics Control Board is aimed at strengthening understanding of the drug control framework and the functioning of its key actors. This e-module complements the first three INCB Learning e-modules on the Estimates System for Narcotic Drugs, Assessment System for Psychotropic Substances, and Estimates of Annual Legitimate Requirements (ALRs) for Imports of Precursors of Amphetamine-Type Stimulants, which are available in English, French, Portuguese and Spanish.
As of 30 August 2021, 1,115 officials from 128 countries and territories have enrolled in the INCB e-learning modules. Under the INCB Learning global programme, the e-modules are complemented by regional training seminars, availability workshops and live webinars.
Answers to the most frequently asked questions on governments' reporting obligations arising from the three international drug control conventions are compiled in the FAQs tool. The FAQs compendium outlines responses to questions on the regulatory control and monitoring of the licit trade in narcotic drugs, psychotropic substances and precursor chemicals, including a table with reporting deadlines, guidelines and links to all INCB forms.
Accurate and timely reporting ensures the effectiveness of the international drug control system, and is key to improving the availability of internationally controlled substances for medical, scientific and industrial purposes. These tools are available to competent national authorities free of charge on the INCB Learning webpage.
