Belgium - National Approach on Materials and Equipment Used in Illicit Drug Manufacture
In Belgium, the relevant legislation is Article 2bis, §6 of the Law of February 24, 1921 concerning the Trafficking of Poisonous, Soporific, Narcotic, Psychotropic Substances, Disinfectants, or Antiseptics, and Substances that can be Used for the Illicit Manufacture of Narcotic and Psychotropic Substances. Such article was amended by the Law of February 7, 2014 (which entered into force on March 20, 2014), and now punishes those who, regardless of payments, perform "preparatory acts", either with 1.) a view to the illicit manufacture, sale, delivery, or supply of a substance referred to in section 1, or 2.) with the intention of cultivating plants from which these substances can be extracted for production or for drug trafficking.
