Canada - National Approach on Materials and Equipment Used in Illicit Drug Manufacture
The Government of Canada primarily controls the import into Canada of "designated devices" under the Controlled Drugs and Substances Act (CDSA), Section 46.3. This section prohibits the unregistered importation of designated devices, provides information to law enforcement during their investigations, and aims to reduce the supply and mass production of counterfeit drugs in Canada. The term "designated devices" is defined as specialized equipment listed in Schedule IX of the CDSA, which includes pill presses or encapsulators.
Schedule IX of the Controlled Drugs and Substances Act lists the following devices:
1. Manual, semi-automatic or fully automatic device that may be used to compact or mould powdered, granular or semi-solid material to produce coherent solid tablets
2. Manual, semi-automatic or fully automatic device that may be used to fill capsules with any powdered, granular, semi-solid or liquid material
Additionally, Section 7.1 (1) of the CDSA states that no person shall possess, produce, sell, import or transport anything intending that it will be used to produce a controlled substance, unless the production of the controlled substance is lawfully authorized, or to traffic in a controlled substance.

British Columbia
The Pill Press and Related Equipment Control Act and the Pill Press and Related Equipment Control Regulation control who may own, possess, or use Controlled Equipment (see section 7.1) in British Columbia. Controlled equipment is defined in Section 7.1 of the Act and includes pill presses, encapsulators or gel press machines, dies, moulds or punches ordinarily used with a pill press, or encapsulator machine, or a pharmaceutical mixer or blender. Alberta
Under Section 18.8 of the Pharmacy and Drug Act and the Pharmaceutical Equipment Control Regulations, no person shall own, operate or possess designated equipment unless that person holds a license or is a proprietor or is exempt under subsection (2). "Designated equipment" is defined as a pill or tablet press, tablet machine, capsule filling machine, pharmaceutical mixer or tablet punch or die, as those terms may be defined in the regulations, and any other equipment prescribed by the regulations.
