Mexico - National Approach on Materials and Equipment Used in Illicit Drug Manufacture


In Mexico, the equipment for processing solid, semi-solid or liquid materials into capsules or tablets is regulated by the Federal Act on the Control of Precursor Chemicals, Essential Chemicals, and Machines to Prepare Capsules and Tablets, of 26 December 1997. Accordingly, details of the production, disposal, acquisition, import, export, and storage of such equipment must be reported annually to the Ministry of Economy (Chapter 3, Article 17). Known or attempted diversions of equipment can be reported by any government agency to the Public Ministry. Chapter 6 and 7 of the aforementioned law, establish the sanctions and penalties for any natural or legal person who diverts precursor chemicals, essential chemicals, and machines into the manufacture of tablets and capsules.
