Singapore - National Approach on Materials and Equipment Used in Illicit Drug Manufacture
In Singapore, the manufacture, supply, possession, import or export of controlled equipment, controlled materials, and controlled substances used in the manufacture of drugs, are offences under the Misuse of Drugs Act 1973 (MDA).
The controlled equipment, controlled materials, and controlled substances are listed in the Third Schedule to the MDA.
Under Sec 10A of the MDA, any person who manufactures, supplies, imports or exports, or has in their possession any controlled equipment, controlled materials, or controlled substance knowing or having reason to believe that it is to be used in or for the manufacture of a controlled drug shall be guilty of an offence.
Sec 10B of the MDA allows the Minister to make regulations on controlled equipment, controlled material, or controlled substances. The existing regulation is the Misuse of Drugs (Controlled Equipment, Material and Substances) Regulations (MDR7).
Under Reg 3 of MDR7, no person shall on their own or on behalf of any person, import into, cause to be imported into, export from, or cause to be exported from Singapore any controlled equipment, controlled material or controlled substance, except under and in accordance with the conditions of a permit issued under MDR7.
