Annual Legitimate Requirements for precursors (ALR)


Estimated annual legitimate requirements (ALRs) for precursors are a practical tool for preventing diversion if they are realistic, regularly reviewed and up-to-date. They provide the competent national authorities (CNA) of exporting countries with an indication of the legitimate requirements of importing countries. 

 

CND resolution 49/3, of March 2006 entitled "Strengthening systems for the control of precursor chemicals used in the manufacture of synthetic drugs", inter alia requested member States to provide to the International Narcotics Control Board annual estimates of their legitimate requirements for ephedrine, pseudoephedrine, 3,4-methylenedioxyphenyl-2-propanone (3,4-MDP-2-P) and 1-phenyl-2-propanone (P-2-P) and, to the extent possible, estimated requirements for imports of preparations containing those substances that could be easily used or recovered by readily applicable means.

 

When and how to submit estimates of annual legitimate requirements for precursor chemicals?

ALRs are provided through form D and can be amended, as the need arises, by means of an official communication. ALRs relate to calendar years and remain valid until a new estimate is received.
